The following decisions were taken in the IPL Governing Council meeting:

1. Extent of Retention:

Franchises will be allowed to retain a maximum of 6 players, which may include 5 capped (Indian or overseas) and 2 uncapped players. This can be done through the option of retention or right to match (RTM).

2. Auction Purse and Salary Cap:

The auction purse for franchises for IPL 2025 will be Rs 120 crore. This limit will also include the auction amount, performance bonus and now the newly added match fee. This limit was Rs 110 crore in 2024, which has been reduced to Rs 146 crore, Rs 151 crore and Rs 157 crore for 2025, 2026 and 2027 respectively.

3. Provision of match fee:

For the first time in the history of IPL, each player will get a match fee of Rs 7.5 lakh per match, which will be in addition to their contracted amount. This rule will also apply to impact players.

4. Registration for Foreign Players:

It will be mandatory for any foreign player to register to participate in the auction. If a player does not register before the auction, he will be ineligible for the next year’s auction.

5. Restrictions on unavailability:

Any player who makes himself unavailable before the season after being selected in the auction will be banned from the tournament and auction for the next 2 seasons.

6. Status from capped to uncapped:

If an Indian player has not played any international match in the last 5 years or does not have a BCCI central contract, he will be considered uncapped. This rule will apply only to Indian players.

7. Rule of Impact Player:

The Impact Player rule will remain in place until the IPL 2025-2027 cycle, providing teams with more strategic options.
